Department of Labor alleges subcontractor knowingly exposed employees to asbestos hazards during former Waukegan hospital demolition WAUKEGAN, IL – Alleging that K.L.F. Enterprises — a Chicago demolition subcontractor — knew it was exposing its employees and others to the serious dangers of asbestos at a Waukegan work site, the U.S. Department of Labor has cited the company for 36 safety and health violations after a federal investigation. In November 2023, investigators with the department’s Occupational Safety and Health Administration opened a complaint inspection after they observed K.L.F. employees not wearing protective equipment amid piles of debris and steel I-beams during structural demolition of the eight-story former Lakes Behavioral Health hospital. OSHA determined that K.L.F. continued demolition activities — disturbing and removing asbestos used to fireproof the building’s interior — despite recognizing the debris piles outside were likely asbestos-laden. Department of Labor awards $98M in grants to support training, employment services to young people, increase apprenticeships in high-demand careers
WASHINGTON – The Department of Labor today announced the award of $98 million in grants to 72 organizations in 30 states and Guam to provide training and employment services in an ongoing effort to expand access to apprenticeship opportunities, prepare young workers for quality jobs and strengthen the nation’s workforce to meet industry demands. The department prioritized proposals that align training with local infrastructure projects funded by the Biden-Harris administration’s Investing in America agenda. These YouthBuild Program grants range from $700,000 to $1.5 million each and will support pre-apprenticeships to educate and train young people, ages 16-24, who are neither enrolled in school or now in the labor market, for jobs in construction and other high-demand industries. YouthBuild grants will help deliver education and training to enable participants to build or rehabilitate affordable housing in their communities for people in need.Today’s awards follow the department’s Nov. 15, 2023, funding availability announcement. “The YouthBuild grants we’re awarding today will help young people acquire the skills and training needed to access the good-paying jobs created by President Biden’s Investing in America agenda,” explained Assistant Secretary for Employment and Training José Javier Rodríguez. “These investments make sure youth and young adults can share in the opportunities the administration is creating and make a better future for themselves no matter their background.” Administered by the department’s Employment and Training Administration, and supported by the Workforce Innovateion and Opportunity Act, YouthBuild grants support a pre-apprenticeship model that provides disadvantaged young people with occupational skills training, employment services and educational guidance, with an emphasis on green building techniques, including understanding sustainable building materials, solar panel installation and weatherization processes. YouthBuild participants will divide their time between classroom instruction – where they earn their high school diploma or equivalency degree – and workplace training to prepare for postsecondary occupations. The grants will also enable young people to train for careers in healthcare, information technology, manufacturing and logistics, culinary arts and hospitality. Learn more about the YouthBuild Program. The list of YouthBuild grant recipients and funds awarded follows this release. RecipientCityStateAmountBessemer Housing AuthorityBessemerAL$1,500,000 Pickens County Community Action Committee and CDC Inc.CarrolltonAL$1,500,000 Eufaula Housing AuthorityEufaulaAL$1,100,000 Alabama Department of CommerceMontgomeryAL$1,500,000 City of MontgomeryMontgomeryAL$1,500,000 Portable Practical Educational Preparation Inc.TucsonAZ$1,467,565 Alliance for Community Empowerment Inc.Canoga ParkCA$1,500,000 Conservation Corps of Long BeachLong BeachCA$1,500,000 Coalition for Responsible Community DevelopmentLos AngelesCA$1,500,000 Inspire TogetherLos AngelesCA$1,500,000 Playa Vista Job Opportunities and Business ServicesLos AngelesCA$1,500,000 The Youth Employment Partnership Inc.OaklandCA$1,500,000 City of RichmondRichmondCA$1,500,000 Rancho Cielo Inc.SalinasCA$1,500,000 Helping Advance and Nurture the Development of Youth Inc.Fort LauderdaleFL$920,000 Lakeland Housing AuthorityLakelandFL$1,358,376 Valencia College West CampusOrlandoFL$1,500,000 AMIkids Pensacola Inc.PensacolaFL$1,358,376 CDC of Tampa Inc.TampaFL$1,456,798 Georgia Building Trades Academy Inc.AtlantaGA$1,500,000 Bibb County School DistrictMaconGA$1,500,000 Guam Community CollegeMangilaoGU$1,308,679 Community Council of Idaho Inc.CaldwellID$1,264,361 Nez Perce TribeLapwaiID$1,247,532 Quad County Urban League Inc.AuroraIL$1,499,110 Housing Authority of Champaign CountyChampaignIL$1,500,000 Lewis and Clark Community CollegeGodfreyIL$1,333,760 Spero Family ServicesMount VernonIL$968,000 YBLC Inc. dba YouthBuild Lake CountyNorth ChicagoIL$1,500,000 Rockford Housing AuthorityRockfordIL$1,500,000 Fort Wayne Housing AuthorityFort WayneIN$1,500,000 The Indianapolis Private Industry Council Inc.IndianapolisIN$1,379,890 Alliance for Strategic Growth Inc. dba Eastern Indiana WorksMuncieIN$1,011,994 Hawkeye Community CollegeWaterlooIA$1,500,000 Young Adult Development in Action Inc.LouisvilleKY$1,358,376 Quad Area Community Action Agency Inc.HammondLA$1,500,000 Start Corporation Inc.HoumaLA$1,432,901 Northshore Technical Community CollegeLacombeLA$1,334,000 GapBuster Inc.Silver SpringMD$700,000 Old Colony YMCABrocktonMA$1,100,000 Just-A-Start Corp.CambridgeMA$1,030,776 Community Teamwork Inc.LowellMA$1,500,000 New North Citizens CouncilSpringfieldMA$1,500,000 Training Resources of America Inc.WorcesterMA$1,167,576 Detroit Housing CommissionDetroitMI$1,500,000 SER Metro-Detroit, Jobs for Progress Inc.DetroitMI$1,500,000 Bethany Christian ServicesGrand RapidsMI$1,358,376 Bi-County Community Action Programs Inc.BemidjiMN$1,242,000 Meridian Housing Authority Housing Development Corp.MeridianMS$1,500,000 St. Joseph Youth Alliance Inc.St. JosephMO$1,500,000 Career Training InstituteHelenaMT$1,500,000 Northern Nevada Literacy CouncilRenoNV$1,357,079 YouthBuild NewarkNewarkNJ$1,500,000 Youth Development Inc.AlbuquerqueNM$1,500,000 Three Rivers Education FoundationFarmingtonNM$1,358,376 St. Nicks AllianceBrooklynNY$1,500,000 The Service Collaborative of WNY Inc.BuffaloNY$1,500,000 New York City Housing AuthorityNew YorkNY$1,380,000 Volunteers of America-Greater New York Inc.New YorkNY$1,500,000 Towpath Trail High SchoolAkronOH$1,500,000 OhioGuidestoneBereaOH$1,472,000 Project Rebuild Inc.CantonOH$1,149,269 LIFT Community Action Agency Inc.HugoOK$1,219,000 Klamath Works IncKlamath FallsOR$1,179,011 Portland YouthBuildersPortlandOR$1,500,000 CLC Inc.Fort WorthTX$1,250,000 Community PreschoolsHoustonTX$700,000 Walker Montgomery Community Development Corp.New WaverlyTX$1,307,697 New River/Mount Rogers Workforce Development Area ConsortiumRadfordVA$1,500,000 YouthCareSeattleWA$1,432,212 Randolph County Housing AuthorityElkinsWV$1,265,000 Operation Fresh StartMadisonWI$982,060 Total Awarded  $98,450,150
